It is the amount of O2 in the cabin, not in his tanks. It's mixed with nitrogen/co2 anyway...

After 20 minutes he can't breath anymore but now It's,damn nvm just remembered anyway when he get's out from Earth,he will have 20 minute to jump if he couldn't make it in 20 minutes he could die because the oxygen will be 0%,anyway good luck for him I'm feeling something bad will happen,will tell you news guys.
