Only just for 1 sec and close again either i re-install it and samp too ? Any idea ?

What do you mean?
Your gta_sa doesn't works or both gta_sa and samp won't work?

samp work but when i try to connect any server so it open for 2 second and close again !!!! and san andreas same ass

It's your gta problem.
Reinstall to a new directory and try.
Btw, check if you've spelled proper words on your second post on this topic..

Create a new user in control panel of your windows,try to launch it there.

Delete gta_sa.set
Go to..
C:\Documents and Settings\User\My Documents\GTA San Andreas User Files
And delete gta_sa.set.
