Show us your server log,
Also try this.
Re-download Samp server files. Extract it into a directory.
Then Extract PPC and replace everything expect the server.cfg.
Then open server.cfg from samp server files and replace these lines from the PPC server cfg.

Put Plugins in your plugins.
sscanf streamer
Get them.
