If you help other people they will +rep you. If the person who repped you has over 50 posts it will add some rep to that lil' counter under your post count. It doesn't really mean anything though..

Reputation is when a guy like you posts he can rep you, if you have 5 posts you can for example make a server advertisement.

Only if they put their name you can see

Rep is when you make a post and maybe someone likes what you have said?
Or something that you have made
You can rep a person with this Button at the bottom of their name

You cant really see who Has repped you
You can only see what they have repped you for
In your User Control Panel
And you are only allowed to rep if you have 50 posts.
