Is there any fs or any pwno code that prevents multi-accounting....By finding the user's ip?

If you already have an account system in your script, this should be easy to do. Try searching the forum.

but when they get banned,They dont think of resetting pc,they just create another account

samp ban looks fine or name ban also just ban ip the original first ip so later on he can't get in

Use the rangeban if in your server there are some evaders:

192.***.*.*

Or something similar.

Be careful when you rangeban someone otherwise you will ban an entire city or country.

Ban his account and his ip, thats the best thing you can do.
To find the remaining evaders you just need a good team of admins.

so if you ban his ip, he can change it easy!

best way is if you use the gpci function
