Try changing the compatibility mode on sa-mp/gta-sa.exe. If that doesnt bear fruit then delete gta_sa.set in /your documents/gta san andreas user files/

So you decided to post nearly 24 hours after I did, giving exactly the same solution.. What was the point of that exactly?
