That is needed according to your script you are using and you have to update it if you have the old version of them.

Plugins is one of importante part of your server without plugins you cant run your server. For updating it you'll need to download the New version or new released version and replace all files with old one !!!!

Not necessarily. There are gamemodes which don't require any plugins and they still run. A plug-in is a software component which adds specific abilities to a certain application.
