Giving respawn-cars permissions to mods+ - nojdh - 14.09.2012

So I got this /reloadcars code that does work, but I want to limit it to only moderators and up.
Any suggestions?

What /reloadcars should do ? restore all vehicles <-- nvm didnt read the title

and second show as your admin varible (check if player is admin or not )
