Free forum hosting sucks actually it doesn't give you what you need some sites offer's forum hosting starting of 1$ anyway search on internet you might find your answer.

Learn some web developing languages and make one on your own. That way you have great customization.
As far as those free services go, I'd use phpbb or smf.
