What is the easiest way to create an NPC something like NPC from Casino?

Also if possible to make an animation like, talk, gangtalk or the drug dealer style if player is in rangepoint,
Then popup a Dialog style list (I should do the dialog thing) I only need to make an NPC onfoot. Thanks guys!

Anyone? Also additional. On player spawn, the NPC must be in the specified placed where I did put him.

did you try Mauzens' RNPC plugin yet? it can do what you want, just apply your dealer dialogs to the npc, it will work.
