Why when i give someone +rep his rep doesn't increase?

it does... unless your post count is less than 50

Thats because you have lower Reputation then him, if that person has for example 20 or 100 reputation he wont gain it because your below his number or something like that.
Or probably I might be wrong correct me if so.
