can i ask something is it possible to create a UCP using y_ini?
Because most of UCP is used by MySQL

Nobody is going to script an entire User Control Panel for free. Not a decent one at least, sorry.

I assume you would use a combination of HTTP and PHP, but I'm not quite sure. I was looking into this the other day aswell.
