im wondering why admins don't add a section for Persian people...

There are approximately 6,500 spoken languages in the world. (However, about 2,000 of those languages have less than 1,000 speakers). Obviously we cannot hope to support all of these.
So a new language section would need to be in demand, ie have a significant number of native speakers requesting it, for it to be considered.
