I run the server and I get:
"[01:30:48]bind 66.85.141.78 Number of vehicle models: 0
[01:30:48]bind 66.85.141.78 Script[gamemodes/new.amx]: Run time error 19: "File or function is not found"

Whats wrong with it?

Runtime error 19 means that you are missing a plugin

OR

You are using an outdated one.

Download this plugin :Nativechecker
and then show us server logs

--Plugins need updated--

1. download newer plugins
   
2. put them in the plugins folder
   
3. open server in pawno
   
4. compile gamemode
   
5. put name of plugins in server.cfg then hit save
   
6. then run server and should work

Update your plugins.
If still,use native checker plugin,and then post your Crash report.
