I amde a horn and I repaced the roadtrain horn with it and I go n game and it is nothing but static no noise jus static when i click H

You changed the sound as a mod? Are you sure your new sound is in mono and not stereo?

You' modified the Roadtrain horn to be one you created? Did you make sure it was designed for the same audio format?
