Hey I try to make my own server and everything but when I put my IP in the SAMP it just say retrieving info, do I have the wrong IP or what? How do I find the write IP? I want to get my server running.

Well,make sure you modify the server.cfg file,also,do the following steps:
1.)Click on "Start" and type "cmd" or "run".
2.)Open the "cmd" or "run" program,and type "ipconfig"
3.)Then,you'll see your server IP there.
4.)Copy and add the IP from the "cmd" or "run" program.
5.)Port Forward it
6.)Boom ! Server open'd ^^

You don't need to port-forward your IP..

People can connect to my server with out me Port Forwarding..

use the Ip 127.0.0.1 If you need to do testing on your own
