How exactly you want to perform an action ? I believe it's possible only when his stats file or row is saved in scriptfiles or database table and you can make a command to edit his stats (file). If you're using your own ban system then you can also make /unban command such way.

Secondly, if you mean that you want to play an animation on him or give a jet pack to someone who is not connected is impossible.

Depends on your script; once they have left the server and they're not registered you can't do anything.

If you have a login/register system that stores data i'm sure you can still edit that.
