Technically they can give reputation, but it won't count under your score. If you were to look at my reputation, You would see some grey colours, Look,
They grey means a "Little Clucker" has given you reputation, and the green means above Little Clucker.
Now, Everyone can't give the same amount, like I can give 5, RodriguezFais above me may only be able to give one.
The amount of reputation you can give goes up on the amount you post, and the amount of reputation you have.
Hope this cleared some things up!
