PayPal Problem - Black Axe - 04.08.2012
Well.. I am new to PayPal - Anyway I Was told that I Can make an Account over PayPal without having a Credit-Card , And By that I Can get money on it and I Can Pay it over the internet.. Anyway I Did so And I Received money on it , etc.
But now when I Try to make a payment through PayPal - It tells me you have to link a credit card to continue
why is that ?

If there is someone to sent you money in your playpal acc from theirs.You dont need a credit card.

Add a credit card to your paypal account to purchase something unless you have your bank account linked.
p.s your paypal account must be verified to get receive donations.

I've already Received money on it - BUT - I Didn't link a CreditCard to it.. - So.. I MUST link a credit-Card to purchase something ?

It depends on the country. I have my account and initially I didn't have to verify my account in order to receive or send cash, so it depends on your country's laws and policies. However, if you keep the account unverified you can get blocked for international money traffic unless you're a verified Business type account (or Premier). Also, don't put a fake country or address, because when you get blocked you WILL have to call them and they reserve the right to keep your account blocked with all your money in it for breaking their Terms of Service.
So basically, if you want to use PayPal please read the ToS carefully and link your account with a bank account or a credit card.

2 - The Account is Premier
3 - I Still can get money on it
But - I Can't pay money through it - that's the problem.

I never stated that you were using fake information; I told you to not do it since your country / region DOESN'T allow you to send money without a card verification, so basically until you verify it you can't do anything with the money!

Link a valid bank account or a credit card.

I've had the same problem, first make sure that you have enough money in your paypal balance to complete that payment, if not, paypal automatically asks for credit card or bank account, if you are still having problems, you might wanna update primary funding source to paypal balance, it's somewhere in the options, check around a bit.

You need to verify your identity, via a credit card or a bank account. As registering with faked personal details is illegal all money you already charged will be lost, as you cant pay anything from an unverified account, and cant verify wrong infos.
If you got a credit card, why dont you register it and verify your account?
