I would say no,you have only 2.0 GHz when at least 2.4 GHz is required.

I ignore most of the requirements, According to rockstar, my custom built PC should run GTA IV with medium-high and not lag. I can not lag if I put EVERYTHING at low, but then it looks terrible.
I'd say, just try, if you can't, upgrade things and then it will work.

No, that isn't what I mean't. If it can't run it, and you are feeling that the graphics card isn't powerful enough, You should upgrade that.

Sometimes you can know what is too weak,but sometimes you can't.
for example,Slow leading - CPU
Purple images - GPU
Slow moving in-game but the graphic displayed normaly - in that case you can't,because the problem can be in your graphic card and\or proccecor. slow graphic loading and\or game file loading.
