Can i script with windows and host with windows ? or what ?

Yes.
You can script with any os and host with any os,as long as the .amx file is on.

If you mean you want to host with windows but you have linux on,than open a support ticket or contact the company you've bought the host from and ask them if they can change the os system to windows,probably will cost some money as linux is free and windows isn't.

running a script that was compiled on windows on a linux host generally is no problem. You cant script efficiently on linux anyways, as the compiler is just available for windows.
The only thing you need to care for is using the correct version of plugins (theres a windows and a linux version).
