Then double click the new thing that appears in the list and click "Connect"

Then when you are connected, use /join #sa-mp to get to the SA-MP channel.

I recommend getting NoNameScript, check this tutorial for detailed installation instructions -> https://sampforum.blast.hk/showthread.php?tid=293141

It makes using and controlling mIRC easier IMO.
