You mean you have to pay people to make them join your server? Not necessary unless you are really desperate!

For 24/7 hosting you will need to buy a host.
But, if you are willing to keep your PC on 24/7 with samp-server.exe open, you can do that for free but it takes up more computer resources.

I doubt there are hosters for free, and if there are they are probably scammers who want to steal your script.

You should buy hosting, so your server will be always online.

Nope but if you want it to be a 24/7 Server you will have to pay for slots like for 35 players will be around $6 or $10 something like that.
