I got you, in the world "file" I guessing that you means to activation.
Download the file "samp.exe." from the main website - This is the main download that has been created by the SA-MP Team, http://files.sa-mp.com/sa-mp-0.3e-install.exe. So as stated before just switch the file 'samp.exe'.

If you hosting server try it :

1. Download Sa-mp 0.3e.

2. Copy pawno,samp-server, announce and samp-npc.

3. Then, paste it to 0.3e server
