Police lights do not flash? - SA:MP MAN - 30.06.2012

Well i had downloaded a roleplay server before the one i have now and the police light's would flash at day, but then i had found a better server with better Roleplay features, but i have one problem with it and that is that the police sirens will not flash at day.

DOES ANYONE KNOW HOW THIS CAN BE FIXED!
