Hello,
We are team of two people creating an interesting project based on php (codeIgniter framework), HTML5, CSS3... Project is going to be similar to www.99designs.com but associated with different market. In other words the project is going to be crowd sourcing based website.
If there are any people interested in expanding their knowledge and gaining some experience don't hesitate to contact us, as it will be joy for us to have some smart, positive thinking people in our team.
You should at least know some php5 or have some experience with php frameworks.

1) Are you paying the developer? because for .com, you have to pay, but for all these co.cc, it is free

Well, as long as project isn't bringing any profit we are going to invest our time and expect earnings. The sum of money at the beginning isn't huge.
