I prefer roleplaying is Los Santos, variety of areas to go to have an environment similar to the situation that you may be roleplaying.

Sigh. The 10,000th roleplay and yet another topic about this subject. Maybe you should've searched first.

Los Santos is overused and Las Venturas is empty. Leaves the rest to choose from.

Fun how everyone says Los Santos is overused. That's the point why people prefer Los Santos over other cities. People don't like changes.
