I think that making clients have the same mods is unrealistic, mostly because some people's computers may not be ale to handle a large amount of mods or any mods at all.

Please go to MTA. They're way ahead of transforming GTA SA in a totally different game.

Actually i guess it's a good idea i mean bugging will have a percentage in the two ways so i guess getting a new thing to the server will be some thing unique that make's the server more professional.

Excause me sir? This has nonthing to do with MTA, and if I wanted to change GTA SA to a different game, I would of removed San Andreas, but do you see me removing it?

I've edited the topic and only said GTA IV cars only which shouldn't lag at all.

You do realize they could just mod the custom IMG, right? I'd say don't interfere with what players want to do with their client, as long as it doesn't affect other players. Just add a rule against modding vehicles' seat numbers and stuff, and if they break it, have a harsh penalty such as a permanent ban.

As sad as it is, I kind of just stick around because of how easy it is to program using Pawn. I can code Lua but it's just so much more effort and breaks on me a lot more often. I have faith that Kalcor and the rest of the SA-MP team will eventually start churning out feature-rich updates. As much as I love those guys, a lot of the features they release in updates tend to be pretty useless or redundant. I just can't help feel a little bit disappointed when they release an update and instead of containing features that are heavily requested and would be powerful for the development of unique gameplay mechanics and features in gamemodes such as more control over the HUD, more flexible NPCs, bodypart hit detection and so forth, it's just a few new gimmicks really.
They have admittedly been a lot better at this recently. Some of the new functions that have been released in 0.3d and 0.3e are absolutely amazing. RemoveBuildingForPlayer finally gives us the ability to remove objects from the map; something we could never do before. But I just feel like I need to ask, why wasn't this introduced sooner?

No. If they want a car mod, they install it themselves, and GTA:SA models are fine.
Plus, they would be restricted.

But the problem is that some car mods can be buggy
