It started after windows reinstall
What shall i do?

If you have any skin modifications then please remove them, I've heard a lot of cases similar to this, when the player re-installed his GTA_SA the skins become corrupt, try to install the GTA_SA files into another directory. Like on the desktop instead of the Rockstar folder.

Just looked into this error and it seems to point to the fact that your graphics card needs to be updated or you need to buy a new one, or you could try reverting to an older driver version of your graphics card.
Click Start > Control Panel > Device Manager > Open the 'Display Adapters' tree > Right click on the card name > Properties > Click on the 'Driver' tab at the top > Click 'Roll Back Driver' to revert to previously installed drivers OR 'Uninstall' to uninstall your video drivers completely, allowing you to install a specific older driver.

OP, try updating your videocard drivers, and btw what kind of videocard do you have?

Well we can safely say that this isn't a SA-MP bug as by now all of us would've experienced this, it's definitely something to do with your graphics card.

Well try rolling back the graphics driver to an older version, or search for a new update for it. That's the only solution I can think of.
