This is nothing special, just pictures cut in different angles. You can do this in paint

Not sure of the name, but it's easily done in photoshop.

Make shapes with pen tool
Clipping mask image inside them.
Add text
?? (smiley gtfo pls)

All I can say other than this, is that GIMP comes in pretty handy when you're trying to make simple signatures or graphics. Still coming in good qualities, if you know what you're doing.
