Hello. Why Can I Rename my IP. Its 7789 at end.
When I rename it and use in SAMP it becomes 7777

Use the DNS Host (A), set the IP to your IP, then click add host, download the No-IP DUC Client, install it, login then select hosts, mark the one you just made, and click ok, refresh host, then it will work although you wouldnt be able to see it online if its on your computer...
EIDT: also if the port is something other than 7777, then use the no-ip domain and then add the port at the end so in example, I am using a no-ip domain and my port is 7778, it woul become server.no-ip.org:7778
