Try re-installing sa and also your SAMP client.

1- re-install your directx 9.
2- Uninstall all your San Andreas mods.
3- Uninstall cheats.
4- Delete a file ( I forgot its name ), it doesn't look very important, from GTA Directory.
5- update your samp client to latest version, 0.3e.

Change your San Andreas dictionary name, then try again!

Uninstall Direct X 9 Completely For Your PC
Uninstall San Andreas Single Player + Multiplayer Completely
