Arrest Systems (CnR) -

I hate asking questions like these but I really need opinions from a large community.
I recently changed the arrest system on my server (CnR) that makes only /ar is necessary to arrest. You don't need to do /cuff or anything else. It's supposed to make the system friendly for new users and to be more challenging for experienced.
However, my players are complaining that it is too hard being a criminal now. There is no way to evade /ar (unless higher score). In the previous versions, since players had to be handcuffed first, players were allowed to attempt to break the handcuffs before the arrest and evade.
Does anyone have any suggestions they can share with me so I can fix this issue?

I have made it so cops have to cuff but criminals can still run by using the arm behind animation but when they jump they trip over which is a cool affect and the cuffs get autoremoved after 30 secs.

its better just /ar , the /cuff is too annoying for me atleast

Make it if a cop is in a vehicle that he can't arrest a criminal. So he must leave the car before arresting someone.

I always felt that just typing /ar is a little lazy and is not competitive at all. When I was working on a deathmatch server, I made the /ar command work only when the criminal has less than a quarter of his health left. Then again, it is a deathmatch server, so it is not relevant here.
