It is official but is RC.
Is not the final release,they try to find all bugs and fix them.

I'll quote myself from a couple of days ago:
SA:MP 0.3e is in RC (Release Candidate - 'BETA') stage. This is so bugs can be found before release. If more bugs are found, it will be delayed. So no, Kalcor doesn't know.
