You can use an MySQL database for free if your server is on your local host, but if you want other people to use your server then no, you have to pay.

If you have a VPS or your server is hosted somewhere, MySQL should be included there. Otherwise it, you can host your server on your PC and hosting MySQL by yourself which is free.

Why people need an "external" MySQL database? If your server is in your PC, just install wamp or xampp which offers Apache, MySQL and other stuff + it's faster beacuse it is situated on your local host and takes less ms to connect on.

So you have your server hosted but it doesn't have MySQL? So, seems like that host is out-dated, just change it into a good one. P.S You won't find any free MySQL hosting.
