Normally, rank comes with XP.
You may have to explain what your ideas are, if we are to understand your question correctly. :P

Newbie: 0 to 10 XP
Recruit: 10 to 50 XP
Player: 50 - 200 XP
...

Ranks for swat simply a police ranks? for SWAT ofc.

If its RP, make both
Make that u get 1 exp every hour
after each level u your exp starts on 0 again, so when your in level 4 you need to play 5h to get level 5

Level 1 to 2: 2 exp
Level 2 to 3: 3 exp
Level 3 to 4: 4 exp
Level 4 to 5: 5 exp
Level 5 to 6: 6 exp
.....

If its DM, make kills like exp
so now u get exp by Killing

Newbie 1: 0-10 Kills
Rank 2: 10-50 Kills
Rank 3: 50-100 Kills
Rank 4: 100-200 Kills etc

but make good names on the ranks

Spider ovo ti je najveca nebuloza do sada (Language is Serbian)
Player's play,kill complete objectives on server and gain EXP,when they gain X experience for next rank they get promoted.

So you shall make both EXP and RANK's
