You could edit your hosts file. Run the following as administrator:
notepad %systemroot%\system32\drivers\etc\hosts
Add the following at the end of the file:
1.2.3.4 ********.com
1.2.3.4 www.********.com

Add it to blocked URLs in firewall
You don't have firewall? Get one, like Comodo Firewall

As Slice said, just edit your hosts file..

X:\Windows\System32\drivers\etc\hosts
(Where X is the system drive letter)

It has no extension, just open it with notepad.

You'll see something like this:
Код:
# Copyright © 1993-2009 Microsoft Corp.
#
# This is a sample HOSTS file used by Microsoft TCP/IP for Windows.
#
# This file contains the mappings of IP addresses to host names. Each
# entry should be kept on an individual line. The IP address should
# be placed in the first column followed by the corresponding host name.
# The IP address and the host name should be separated by at least one
# space.
#
# Additionally, comments (such as these) may be inserted on individual
# lines or following the machine name denoted by a '#' symbol.
#
# For example:
#
# 102.54.94.97 rhino.acme.com # source server
# 38.25.63.10 x.acme.com # x client host

# localhost name resolution is handled within DNS itself.
#	127.0.0.1 localhost
#	::1             localhost
X.X.X.X www.example.com
At the end of the file, add this line:
Код:
1.2.3.4 ********.com
Save the file, remember you need to take ownership if it says "unable to save"...

Now, restart your PC and done!

The person can always allow it, even if you disable.
