How to make my server online? if i must forward ip, is there a free ip forwarding? im using windows 7 .. (tutorial)

You don't make sense at all what you mean free ip forwarding use

www.whatismyip.com to get you're IP not LOCAL.

in samp wiki, if i dont have router i dont need port forward. and i have dial up modem.

Since you're not using a router there's nothing to forward the port *in*. Routers inherently ignore incoming connection requests. Forwarding a port tells the router to send all incoming connection requests on that port to that computer. The only things that could be blocking an incoming request on a dial-up connection are your provider (some of them block certain ports to keep you from running a server) or your firewall (Windows or another one - they ALL have to allow the port to be open).

but only my friend can join my server, with my modem (with connectify). my another friend in another island cant join my server.

buy a router. port forward you external IP adress

Also, to mention. Dial-up connection on SA-MP = Ping in the 1000's. Good luck
