hmm,thats mostly like on all cnr gm's,try to make epic VIP System.

Yeah,to give free VIP is bad. Why? They wont play long and it wont help your host either.

some red color or so for vip level people ingame. When they chat their name is red or so.

well,you could start thinking of an name too,there are alot of SFCNR ,LSCNR ,LVCNR and so on..
You should pick and unique name.

Driving arrested people to the PD is still to roleplay-ish imo. Not fun for neither the cop, nor the arrested as it's a waste of time for both.

That cames to my mind too but it will give player possibilities to escape from the van/car i am not sure but i want to make a different arrest system
