Go to sa-mp.com
Go at the Downloads page.
Download the server files.
Extract them somewhere.
Go at the folder and click on samp-server, wait for the console.
Open SAMP And go at favorites tab, add a new favorite server with ip "localhost" then press OK And walla, done.
Note that it will work only for you..Other players wont see it.
If you want other players to see it, you'l have to get a static IP And portfoward and keep your computer running all day and night.If you cant, Simply buy host from http://adf.ly/6PzaZ

You should learn scripting from the beginning. I suggest you go for the easy scripts to begin. Like the beggining. Then you can move slowly up levels. I really do not support using others GameModes(though, people made successful servers by using a gamemode downloaded from SAMP forums), so I suggest you go on ******* and SA:MP Wiki

Thus, if you want to add new maps into your game, you can download MTA at THIS PAGE.
Then go to map editor and start mapping(NOTE: I will not submit a tutorial, because MTA:SA offers a tutorial in game).
Then you can add them into your PAWN script by doing exact the same as in this video.

Making a server is pretty simple.
You can either do it by two methods: hosting it on your PC or hosting it with a provider.
Hosting it on your PC requires you to port forward SAMP ports if you want players to join you. http://portforward.com
The hosting with a provider method is simple, and just requires you purchasing a package with a host and your on your way to starting a server!
