Random lag, FPS dropping to 0 - captainjohn - 11.03.2012

Hello, recently I reinstalled my computer, I have installed all the drivers needed to run my PC and to run games.

For some reason now, my game play will lag for 1-2 seconds every 20 seconds or so.
My FPS will randomly drop from around 40 to around 0-5. Now this is really annoying, it didn't happen to me before I reinstalled my computer. I used to get like 70-80 FPS constantly and 100 FPS in interiors.

I'm not sure why this is happening, so does anyone know how I could possibly fix this?

Some of my computer specs:

Processor: AMD Phenom™ II X4 850 Processor (4 CPUs), ~3.3GHz
Memory: 8192MB RAM
Hard Drive: 486 GB
Video Card: ATI Radeon HD 4300/4500 Series
Operation System: Windows 7 Ultimate 64-bit
Motherboard: Asus M4A77T

It is the same graphic driver version as before ?
Sometimes they might mess things up with some stuff when they try to fix and update their drivers.
Try an older one, maybe it helps
