What speed internet you think would be needed in order to run a server without lag?

It's not only the speed of the internet that matters. A lot of factors come to play which is why many people don't home host.

You need to consider, Processor, Ram, and Mbps.

I have 8 gb of ram quad core processor my net speed is 17.9 down and 1.7 up

You should be good, to go. Now if you run it 24/7 you are looking at the cost of leaving your PC on 24/7. Also, if you download a file, you would create lag on the server. It is your choice but I would say go with a host.
BTW:
8GB of Ram? Do you do video editing?..

AT&T has some good service...especially if you have a good amount of Ram (like other mentioned)
