SMF, MyBB, PHPBB3, Vanilla.

Then there's PunBB3, but I haven't tried that either. There's a bunch!

It really depends. I would try viewing their demo sites and see how you like their settings. People already mentioned all the boards available but nothing is ever the best. Bulletin Board's depend on what type of board you are creating and what you plan to use it for.
