You have to add this under OnPlayerCommandText callback.

The command should work like this : /startlottery [LotteryNumber] [price] [message]
[Lottery] The Lottery has been {66CCCC}started. {6699CC}Practicipating Price: {66CCCC}$%d Winner gets: %d(message)
