And I would actually suggest just playing something like SA-MP on english servers and talk to people.
Go on servers that have Teamspeak and then you can pick up a bit there.

I'd suggest looking up the "Pimsleur Method" of learning. I'm learning Japanese at the moment and it's working quite well for me.
I've never purchased from these people, but you can give it a look! (See "English as a Second Language"):

"Who is the fastest way to learn english at home ?" is wrong. When you ask 'who', you ask for a person. In this case, you're asking for a method to learn English. Your question should be "What is the fastest way to learn english at home ?".
Besides that, 'fastest' might need to be changed to 'quickest', but I'm not sure. I'm not a native English speaker either.

Make "Usage of English" a daily and frequent activity.
Watch English Movies, episodes (with subtitles ON). Chat with English speaking friends on the internet.
