Would be pretty nice, though you'll see noobs post random crap like how to disable running inside their gamemode. If there is a strong rule to disallow this, I'll be dedicating my self to this section.

No. There are lots of great scripters out there who are barely active on the fora, and therefore have got a low post count and close to zero reputation.
I do agree that there has to be some sort of filter though, as well as that such a forum would be a nice implementation.

Post count to detect whether or not someone is good at scripting? Zeex, for example, has barely any and he's among the best.
I'd suggest checking for at least 10 rep made, then simply tell people their topic doesn't belong there, report, etc.
P.S.: I've been working on a very sophisticated way of detecting whether or not a person has good knowledge of SA-MP scripting.

I dont agree with that. Why? Because most of the people (including myself) dont waste their time spamming in forums and such a "rule" would stop other people who dont have such post count (including myself again) from helping.
Post count does not reveal your scripting skills it just shows how much time you spend posting/spamming in the forums.
But I do agree with the suggestion, It would be more easy for people who like helping to choose wether they want to help a person with a "/help" command, or someone with his advanced systems.

Exactly, I'm not saying that I would be able to help people in the advanced scripting, but I have been discouraged to ask advanced questions because of the stupid shit that people will tell me.
