Nothing is using port 7777, and it works on every port except this.

Change the port to 7778 in config and port forward 7778

Tried that, refused to work. (the portforward)
Works on every server but SA-MP.

Maby try doing your port to something like
777 instead of 7777 or 7778, as some routers don't like long ports, the maximum port length my router will take is 4 numbers......

I think its something to do with the .exe or whereabouts it is on my pc.
My router can support about 6 digits. Like i said 7777 will work on all servers except SA-MP.

On the bind on server config did you put your IP adress in it your not suppose to do that

Yes you are supposed to do that.
Anyways have you tried making sure that the port is forwarded by the router, making sure on task manger there is no other process's running? If not and you have tired other ports such as 7778 7779 and it's still not working I am guessing it's an issue with the firewall.

So I put "netstat -ab" into command prompt and had a quick look through.
I found this:

[svchost.exe] UDP 0.0.0.0:7777
I guess this is whats stopping SA-MP server from running. If so, how to fix it? :P

If your sure about that, then kill that process named "svchost.exe" or change its port.
