Depends on what the "granted place" is. If it is an area, I would suggest you creating an area with the streamer plugin and checking if the player is in it at first. Then, if the scroll key is detected (this is the same as NUMPAD 1, KEY_LOOK_BEHIND), then show the dialog to the player using ShowPlayerDialog.

Oh, I just realized, there won't probably be much point in starting to use the plugin for just one area. In this case, simply look for a function which checks the player's area through the search.
