So on my server it wont connect with the ip but it will connect with localhost:7777 i don't know why i have port forward and everything and stillnothig i have no idea why can someone please help i want my server upfor everyone

Either you port forwarded wrongly, or firewall is blocking access.
Try adding an exception.

I Got Other idea.
Unplug your Internet Cable from the Router/Modem and then plug it straight into your computer.
Works me in that way.
If you cant understand which cable, Its a cable that comes somewhere from outside and plugs in your router/modem.Then another cable is going out from the router/modem and goes in your computer.Unplug the cable that comes from outside and plug it straight into your computer without any router/modem.
