npc's wont connect - mysteryboyee - 03.02.2012

ok im trying to get the npc's that come with the server to connect but they wont ive even tried making a whole fs just to connect the npc's and its not the login system cause it checks to see if its npc or not so i just dont understand why it wont connect and i already set the maxnpc's
